- We agree which decision is to be improved, and what a better basis for it looks like.

- A delimited part of the organisation, with the units, leaders and roles involved specified up front.
- Privacy and security review
- Data processing agreement, data location, access control and aggregation thresholds agreed before start.
- Implementation plan
- Setup, communication, responsibilities and milestones, with a defined effort for your own organisation.
- Measurable decision criteria
- What must be true for the evaluation to be considered successful, agreed in writing before start.
- Evaluation and decision
- A joint review of what was observed, what was acted on, and what wider use would require.
